These are the stairs inside the lock at the Carillon Canal, in Carillon, Quebec.
That looks like a kid up there. I wish public access was that open throughout the Welland Canal.
I watched the boats go in at the lower level. Once in, walked to the upper level where you see the kids. What you see in the picture is the inside where the boats attach themselves to a floating dock while the water fills. You can see in the photo the water level. At some point, the stairs are almost submerged. I looked at photos online of the Welland Canal. Looks impressive!
